The applicability of portals to moon dust was discovered at the same time that Cave Johnson was poisoned by his experimentation with moon dust which he bought using money he didn't have, near the end of his time at Aperture Science, in the 1980s. The portal programme had been around long before this point, as evidenced by the presence of test chambers labelled as being from the 1940s (and having portal device-related posters still on the walls at least as far back as the 1950s). If, in the Portal universe, the first moon landing had been achieved before 1969, we would have heard about it in the game. -
