In the initial script he was supposed to die, which may be why he says that, or it's just his character changing his mind.
Regardless, there was a script change later on because they felt they could tell more stories on Hershel in the TV show.
It has nothing to do with the comic.

@Potuk: The whole show is full of the most skilled marksmen/women of the modern era. This last episode got it to a new level, people that have never shot a gun in their life up until the zombies, are now shooting 100% head shots while hanging out of moving vehicles as well as walking backwards at moving targets. It's getting ridiculous.
