In the initial script he was supposed to die, which may be why he says that, or it's just his character changing his mind.
Regardless, there was a script change later on because they felt they could tell more stories on Hershel in the TV show.
It has nothing to do with the comic.

@Potuk: The whole show is full of the most skilled marksmen/women of the modern era. This last episode got it to a new level, people that have never shot a gun in their life up until the zombies, are now shooting 100% head shots while hanging out of moving vehicles as well as walking backwards at moving targets. It's getting ridiculous.

You know what's weird? From reading around it seems like people actually like Dale and Andrea and hate Lori and Carl. Lori and Carl suck, but Andrea just irritates the shit out of me and Dale annoys me more than any character on the show. Fuck Dale.
