@Dusty594: I'm positive they're fully functional and everything, they'd respond to danger etc. I don't think it's anything to do with the spine or nerves. Cats just kind of react in that way when pressure is applied there, probably an evolutionary adaptation related to being submissive to their mothers.
It reminds me of when you cover a birds head and it doesn't move much.2 -

When lions mate, the male lion bites on the scruff of the female lion's neck. It's believed to release endorphins to calm down the female.
Why would a lion need to do this you ask?
A lion's penis is covered in barbs. So sex is quote painful for female lions.
You'll notice when the clip is released, the cat sort of bites at the person taking it off. This is a natural reaction of a lion post-coitus.
Domestic cats and other felines also mate like this.
The cat is simply responding to the mating ritual and is probably in little to no pain. In fact she probably feels pretty good because of the endorphins and the prospect of getting laid.105 1 -
